BOARD OF SELECTMEN’S MEETING
SEPTEMBER 30, 2009
The meeting was called to order by Chair Joseph Story at 10:05 a.m. with the pledge of allegiance to our flag. Selectmen Michael Bulgaris, Vincent Russo and Town Administrator Chuck Kostro were present.
Pursuant to Section 18-3 of the bylaws Selectman Russo moved that the Board of Selectmen authorize the award of an agreement with Vine Engineering for construction oversight services for the Newman Road Culvert Project in the amount of $32,000, seconded by Selectman Bulgaris and voted. Kostro advised Vine Associates was the lowest bidder and was deemed to be in the best interest of the Town of Newbury.
After a brief discussion it was moved by Selectman Russo, seconded by Selectman Bulgaris and voted to grant and sign the temporary construction and access easements for the town owned parcels identified as being located in the Beach Fill Zone area as part of the P.I. Beach Replenishment Project.
Selectman Russo addressed the proposed “emergency response” building at P.I. Center. Williamson’s property on Northern Blvd. has been cited as a possible location at a cost of $350K for the purchase of this vacant lot. Russo suggested the town first look at all town owned properties on P.I., including the five acre parcel off Temple Blvd., as feasible sites, working with the Conservation Commission, Emergency Response and the Building Inspector. Story agreed it was important to explore all alternatives. Bulgaris noted that from an emergency management (fire and EMT) point of view the location in the center might be too close to the problem area and other locations should be investigated. Conservation and the
Building Inspector will be asked for their input. Russo also noted that the porta-potties appear to be in a good location and the vendors support is greatly appreciated. He suggested that perhaps it might be in the Town’s best interest not to have the Board of Health involved in porta-potties and leave it up to the businesses.
The meeting was adjourned at 10:15 a.m. on a motion by Selectman Russo, seconded by Selectman Bulgaris and voted.
